Xavier Ballart IGOPXavier Ballart is Professor of Political Science and Administration at the Autonomous University of Barcelona. PhD in Political Science and Administration from the UAB, Master in Public Affairs from Indiana University, he has taught continuously at Indiana University, College of Bruges, University of Montpellier and, in shorter formats, in several higher education centres in Latin America. He was director of the Department of Political Science and Public Law, coordinator of the University Master’s Degree in Public Management (UAB-UB-UPF) at its inception and first editor of the Spanish Journal of Political Science. He has published books, book chapters and articles in international competitive journals such as Public Administration, International Public Management Journal, Public Performance and Management Review, Local Government Studies, Social Theory and Health, International Review of Administrative Sciences, Policy Sciences, Science and Public Policy, Evaluation and Program Planning, Evaluation, International Journal of Urban and Regional Research, Journal of Air Transport Management.

AREAS OF INTEREST

Over the last ten years I have worked on public service motivation (PSM) and public service performance analysis. With regard to PSM, I have worked on career choices and the role of PSM in these decisions, on the measurement of PSM, and on the relationship between PSM and unethical behaviour. My recent research on public service performance connects with my initial interest in public policy evaluation and has produced several studies on the relationship between objective and subjective measures of performance and on the factors that influence the relationships between citizens’ expectations, perceived performance and satisfaction with services. A new line of research focuses on the Administrative Burden for both citizens and professionals.

He is currently promoting an open case programme for the teaching of public management and public policy.
